CGTP-IN apoia o Dia de Acção Internacional da Federação Sindical Mundial (FSM)
Por todo o mundo os trabalhadores continuam em luta!
Lutam porque cresce a consciência da profunda injustiça de um mundo em que o conhecimento científico e tecnológico em vez de resolver os problemas mais prementes com que se depara a humanidade está a ser usado pelo capital para aprofundar a exploração e as desigualdades.
Lutam porque há condições objectivas para não desistir de construir um futuro melhor para todos assente na defesa dos direitos dos trabalhadores, da liberdade, da democracia e da soberania.
É por isso que, no âmbito do 74º Aniversário da FSM, a CGTP-IN saúda o Dia Internacional de Acção da FSM (3 de Outubro), tendo como lema: “Garantir a segurança social e cuidados de saúde gratuitos para todos”. Este é também um dia de luta mais ampla contra as desigualdades, a precariedade e o desemprego, pelo aumento geral dos salários e a redução do tempo de trabalho, na defesa da contratação colectiva, da liberdade e autonomia sindicais, da democracia, e em solidariedade com o Povo Palestiniano e todos os povos em luta.
Mantendo o seu estatuto de não filiação mundial e reafirmando a importância da cooperação internacional na base de interesses e objectivos concretos e de propostas de acção comuns ou convergentes, a CGTP-IN apoia o Dia de Acção Internacional da FSM no quadro da necessária unidade na acção tendo em conta a partilha de objectivos.
Uma iniciativa de luta e solidariedade que pelo seu carácter e objectivos se enquadra na luta que travamos em Portugal. Luta que foi decisiva para travar a ofensiva contra os trabalhadores, os seus direitos e rendimentos, derrotando o anterior governo PSD/CDS. A luta confrontou opções que nos diziam ser inevitáveis e abriu caminho à recuperação e à conquista de direitos e rendimentos, apesar do seu alcance limitado e insuficiente.
Foi pela luta que se alcançou o aumento de salários e a fixação, em muitas empresas e sectores, de salários mínimos acima dos 600€, a passagem aos quadros de milhares de trabalhadores com vínculos precários; a fixação do horário semanal nas 35 horas (na Administração Pública), reduções para menos de 40 horas de trabalho em várias empresas e locais de trabalho, e a rejeição, em muitos casos, das adaptabilidades e bancos de horas, bem como a assinatura de convenções colectivas sem perda de direitos. Foi pela luta que se conseguiu a melhoria das pensões e prestações sociais, a reposição dos 4 feriados roubados, a eliminação da sobretaxa do IRS e o restabelecimento do pagamento por inteiro dos subsídios de Natal para os trabalhadores e reformados.
Conquistas positivas que mostram como, ao contrário do que era dito, há dinheiro e é possível gerar mais crescimento económico e fazer muito mais pela melhoria dos direitos dos trabalhadores e as suas condições de vida. O que a situação em Portugal também demonstra é que sem uma política alternativa, de esquerda e soberana, como a CGTP-IN exige, não é possível ultrapassar os problemas estruturais do país.
A CGTP-IN considera que não pode haver uma política de esquerda com o Governo do PS submisso às imposições e constrangimentos da União Europeia e mantendo a legislação laboral de direita. As alterações à legislação laboral aprovadas recentemente pelo PS, com o apoio de PSD e CDS e em aliança com o patronato e a UGT, legitimam a precariedade e a individualização das relações de trabalho, desregulam os horários de trabalho, reduzem as retribuições e mantém na mão do patronato o poder de fazerem caducar os contractos colectivos de trabalho. Uma proposta de legislação laboral que para além de manter os aspectos mais negativos da lei do anterior governo PSD/CDS, colide com os princípios constitucionais, nomeadamente da segurança no emprego e da igualdade. Trata-se de uma medida inadmissível do Governo PS que, ao optar pela promoção dos lucros das empresas, em particular das grandes empresas, põe em causa direitos e rendimentos fundamentais para o bem-estar dos trabalhadores e das suas famílias.
Este é, pois, o tempo da luta! Uma luta que ganha uma nova dimensão a partir dos locais de trabalho e com a realização de uma grande Manifestação Nacional, no dia 15 de Novembro, em Lisboa.
Tempo de luta pela revogação da actual legislação laboral e em defesa de medidas que valorizem o trabalho e os trabalhadores. Pela promoção da contratação colectiva como elemento de harmonização social no progresso. Pelo combate à precariedade, defendendo o emprego estável e com direitos. Pela redução da duração do trabalho, combatendo a desregulação dos horários de trabalho e o seu aumento. Para desenvolver a Segurança Social pública, universal e solidária. Pela defesa dos serviços públicos e funções sociais do Estado enquanto formas de promoção de maior justiça social, de eliminar a pobreza e combater as desigualdades. Pela paz, a cooperação e a solidariedade entre os povos.
Viva a luta dos trabalhadores! Viva a solidariedade internacionalista!

Defending workers’ rights and interests – Struggle and Solidarity
CGTP-IN salutes the World Federation of Trade Unions (WFTU) Action Day
All across the world, workers continue to fight!
They fight because they have an increasing awareness of the profound injustice of a world in which scientific and technological knowledge, instead of resolving the most pressing problems facing mankind, is being used by capital to increase exploitation and inequalities among peoples and countries.
They fight because there are objective conditions for not giving up in the building of a better future based on the protection of workers’ rights, freedom, democracy and sovereignty.
This is why, in the context of WFTU’s 74th Anniversary, the CGTP-IN salutes the WFTU International Day of Action (3 October) under the motto: “Ensure Social Security and Free Healthcare for All”. This is also a broader Day of Struggle against inequalities, precarious work and unemployment, for a general pay rise and for shorter working hours, in defence of collective bargaining, of trade union freedom and autonomy, for democracy and in solidarity with the Palestinian People and all the peoples in struggle.
While maintaining its status of non-affiliation at world level - and reaffirming the importance of international cooperation on the grounds of concrete interests and objectives and of proposals of common or converging actions – the CGTP-IN supports the WFTU International Day of Action, in the framework of the necessary unity in action, considering the sharing of objectives.
It is an initiative of struggle and solidarity which, by its character and objectives, may be inserted in the struggle we are waging in Portugal. A struggle which was decisive to stop the offensive against the workers, their rights and incomes and defeating the previous PSD/CDS government. A struggle which confronted options that we were told were inevitable and which paved the way for the recovery and achievement of rights and income, in spite of their limited and insufficient scope.
It was through the struggle that we reached a pay rise and the setting, in many companies and sectors, of minimum salaries above 600€, the passage of many precarious workers to fully-contracted links; the fixing of the 35-hours week in Public Administration; Reduction of working hours to less than 40 hours in many companies and, in many cases, the rejection of adaptable working time and hours basket; the signing of collective agreements without loss of rights. It was through struggle that we improved pensions and social benefits, the reinstatement of 4 robbed public holidays, the elimination of a surplus amount of Income Tax and the re – establishment of 1 month’s payment of the Christmas Allowance for workers and pensioners.
They were positive gains that show that - contrary to what was being said – there is money and it is possible to generate more economic growth and do much more in favour of workers’ rights and living conditions. But what the current situation in Portugal also shows is that, without an alternative, left-wing and sovereign policy, as demanded by the CGTP-IN, it is impossible to overcome the country’s structural problems.
The CGTP-IN considers that it is impossible to develop a left-wing policy with the Socialist Party government submitting to the impositions and pressures of the European Union and maintaining the labour legislation of the right-wing. The Change to the Labour Law, recently adopted by the Socialist Party (PS), with the support of the PSD and CDS and in alliance with the employers and the UGT, legitimates precarious work and the individualisation of industrial relations, deregulates working time, cuts salaries and puts in the employers’ hands the power of terminating collective agreements. It is a proposal of Labour Law that – besides maintaining the most negative aspects of the labour law of the previous PSD/CDS government - enters into collusion with our Constitution’s principles, namely those of job security and equality. We cannot accept such a measure from the Socialist Party government, which, in choosing to promote the profits of companies, especially big ones, undermines fundamental rights and incomes, so necessary for the well being of the workers and their families.
Therefore, this is a time of struggle! A struggle which is gaining new momentum in the work places and with the holding of a large National Demonstration, on November 15th, in Lisbon.
A time of struggle to revoke the current labour legislation and in defence of measures that value work and the workers. For the promotion of collective bargaining as an element of upward social harmonisation. For the struggle against precarious work, for stable jobs with rights. For shorter working hours, fighting the deregulation of working time and its increase. Developing public, universal and solidaristic Social Security. Defending public services and State obligations, as a means to enhance social justice, eradicate poverty and fight inequalities. For peace, cooperation and solidarity among peoples.
Long live the workers’ struggle! Long live internationalist solidarity!
